Truer word were never spoken.
The other side of that coin is that most of the time when Cops get hurt (or sued) bad training and poor supervision are to blame.
I know of one local agency that was disbanded because a new officer asked his supervisor for advice on the radio and the supervisor was too lazy to drive over there and help him.
