Not every agency can afford their own helicopter.  Still helicopters can be a great addition to many police agencies.  One way to be able to have air support is to partner with other agencies, pool your money and operate a join air team.

One agency should own and operate the aircraft.  That way there is complete responsibility for maintenance, training, and other safety related issues with the aircraft.  Other agencies can provide observers, dispatching, and money for the aircraft.

Sign a long term agreement with several local agencies to provide funds that will be used for a helicopter that will be on call, on a first come, first served basis, subject to call severity priority.  Work out all this before you obtain a helicopter.  Agencies working together to provide regional air support can provide greater public service and greater officer safety at a lower cost than doing it alone.  Take the high ground, that's what the SGT Says.
