Suspicious or Criminal or Nothing?

Officers need to look at self initiated activity differently then they do to a call for service.  A suspicious activity may only be your interpretation of events.  There may not be a crime or emergency at all.

If two people are standing on the curb, screaming at one another, do they need police assistance, or are they just animated?  I like to honk the air horn at such people.  It lets them know the police are there, and the police are aware of their activity. 

If one of them is in need of help, it allows them to wave or shout for assistance.  Usually they will return to a more normal way of conversation.  Many times suspicious activity is not a problem and your intervention is not needed; that's what the SGT Says.
