Your Presence

The mere presence of a uniformed officer can prevent crime, stop crimes in progress, and cause criminals to surrender, even if you are not aware of their presence.  The officer in uniform is highly visible and criminal know who you are as soon as they see you.

Criminals are not always apparent as a criminal.  They may be participating in a crime that is not obvious or they may have stopped just prior to your seeing them.  Still, they will typically think you saw them.  Often, they will run, or even surrender.

This can be a bit of a problem because you might not actually know what they have done.  Sometimes only by careful observation of their persons, the surroundings can you figure out what they have done.  If nothing else, conduct a permissive encounter and gather their information for use later if you let them go; that's what the SGT Says.
